ID Sync (also called Cookie Matching) is the process of associating the IDs across two separate systems to the same web client. Since each web domain can only read its own cookies, ID syncing enables publishers and buyers (including their agents) to perform cross-publisher frequency capping, attribution and interest-based advertising (including retargeting).
