De-identified data is information which has undergone a pseudonymization process, rendering it no longer linked to an individual’s directly-identifiable identity.

Regulator Perspectives

The UK Data Protection Act (2018) defines

“‘de-identified’ personal data as personal data that has undergone pseudonymisation as defined in the UK GDPR rather than (for example) anonymous information.”[1]

Thus, when an identifier is “de-identified” it is no longer directly linked to an individual’s identity and hence “pseudonymous.” When all identifiers have been removed from information, it is “anonymous.”
